Digital Democracy and Social Media Engagement: Examining Political Behavior Transformation among Urban Communities

Abstract

This systematic review examines the relationship between social media engagement and political behavior transformation among urban communities, drawing on 50 peer-reviewed studies published between 2013 and 2025. Employing a PRISMA-guided methodology, the study synthesizes evidence from quantitative, qualitative, and mixed-methods research spanning contexts across Asia, Africa, Europe, North America, and the Pacific. Findings indicate that social media platforms particularly Facebook, Twitter/X, Instagram, and WhatsApp significantly enhance political awareness, civic engagement, and participatory behaviors among urban youth. Meta-analytical evidence consistently demonstrates positive associations between digital media use and both online and offline political participation. However, the review also identifies persistent digital divides based on gender, socioeconomic status, and geographic access that constrain equitable democratic participation. Polarization, misinformation, and performative activism emerge as critical challenges that temper optimistic assessments of social media's democratic potential. Platform-specific affordances shape distinct engagement patterns, and institutional context mediates outcomes. The evidence base supports a nuanced conclusion: social media has fundamentally transformed urban political behavior, yet its democratizing potential remains contingent on addressing structural inequalities and designing context-sensitive interventions.
