AI-Enabled Management in Special Education: Bridging Administrative Efficiency and Inclusive Practice

Abstract
Special education institutions face dual challenges: heavy administrative burden and the need to deliver inclusive, personalized learning. With rapid advances in AI, tools like automated IEP generators, behavior tracking dashboards, and AI chatbots are transforming how special education managers operate. However, research on how AI-enabled management bridges efficiency and inclusion remains scarce, especially in emerging economies. This study examines how AI-enabled management practices adopted by special education managers influence administrative efficiency and promote inclusive educational practices in special education institutions. A cross-sectional survey was conducted among 220 special education managers, principals, and coordinators from special education centers and inclusive schools in Pakistan. AI-Enabled Management was measured using 4 dimensions: AI for IEP management, resource allocation, parent communication, and progress monitoring. Administrative Efficiency included time saved, reduced paperwork, and decision quality. Inclusive Practice was measured by student participation, individualized support, and teacher collaboration. Data was analyzed using PLS-SEM with Smart PLS 4. Findings show that AI-enabled management significantly improves administrative efficiency. Administrative efficiency in turn significantly enhances inclusive practice. The mediation effect is significant. Schools with higher AI adoption reported 34% less administrative workload and 28% higher ratings of inclusive classroom practices. Managerial digital competence moderates the relationship. AI-enabled management can shift special education leaders "from paperwork to people". By reducing administrative load, managers gain time to focus on inclusion. The study provides implications for policymakers and school leaders to invest in AI training and infrastructure for inclusive education aligned with SDG 4.
